The "road" between lots 20 and 21 will no longer look like a road and will be mowable, with grass growing in these special pavers.  It is part of your yard if you own one of those lots but in the event of a fire and the main road is blocked, the fire equipment can get into the area via that emergency opening.  It can be used as your driveway in the mean time. 

Other areas sometimes need a practiced eye to know how they will eventually look.  When final grading is done and seeding and landscaping is done, your builder will make the lot very much different than it now looks.
